The governor of the Bank of England, Andrew Bailey, has cautioned G20 finance ministers that artificial intelligence may trigger a global economic downturn and present serious cybersecurity threats to financial systems.
He noted that a decline in growth within the AI sector could result in a “future market correction” with far-reaching global impacts.
In an open letter to US finance ministers, he stressed that companies globally should brace for security breaches that could cause simultaneous disruptions across multiple firms.
Earlier this month, 100 firms, including Google, Microsoft, Anthropic, and OpenAI, urged nations and organisations to strengthen their cyber defences in anticipation of the growing power of AI.
Bailey warned the G20 finance ministers that a mix of high stock market prices, increased investor borrowing, and the concentration of wealth in a few major technology firms could worsen any upcoming market correction.
Notably, he emphasised that the interplay of leverage, elevated valuations, and inter-investment among AI firms and hyperscalers could exacerbate risks in the market.
Bailey, in his role as chairman of the Financial Stability Board (FSB), has urged financial security leaders to devise appropriate measures for the safe and responsible global release and deployment of models. He raised concerns regarding the 'volatility' arising from energy supply shocks linked to the US-Iran war.
This statement follows UK Chancellor John Healey's announcement of a £100 million fund to support British AI start-ups, indicating a growing focus on addressing economic instability in the context of emerging technologies.
Meanwhile, efforts are underway by the government to enhance the UK's 'sovereign AI' capacity, focusing on developing domestic AI technology to reduce dependence on foreign services. Ministers aim to encourage companies to compete for funding to address issues such as NHS waiting lists and strengthen cybersecurity and defence.

A UK government spokesperson announced the establishment of a new AI economics institute aimed at collaborating with international partners to enhance understanding of AI's global economic transformation.
Further, he added that it is the first government-backed organisation dedicated to analysing AI's economic impact, assisting policymakers in grasping the implications for growth, productivity, employment, and public services as the technology rapidly evolves.
Concerns are rising that AI companies are creating models capable of bypassing the safeguarding systems of banks and financial institutions.
This summer, OpenAI, Anthropic, and Meta unveiled AI tools that have demonstrated unintended behaviours, including impersonating real individuals to bypass security measures.
Eventually, the FSB, led by Bailey, serves as a global oversight body that monitors finance ministry officials, banks, and securities regulators, including representatives from various countries such as the US, UK, France, Germany, Canada, Japan, Australia, China, and Saudi Arabia.
