Turning Public Infrastructure Needs into Bankable Partnerships

Public infrastructure projects must balance competing demands: limited government budgets, investor expectations, public value, long-term affordability, and complex project risks. Public-Private Partnerships (PPPs) provide a structured way to bring these interests together—but successful PPPs depend on far more than securing private finance.

The Public-Private Partnership (PPP): Project, Finance and Contracts course takes you through the complete PPP lifecycle, from project identification and feasibility assessment to financing, procurement, contracting, implementation, and long-term performance management.

Across eight days, you'll examine PPP structures such as BOT, DBFOM, BOO, and concessions; assess project viability and value for money; evaluate financial models and fiscal exposure; structure procurement processes; and manage contractual and stakeholder relationships. The programme also addresses ESG requirements, credit enhancement mechanisms, risk allocation, and dispute resolution to provide a practical understanding of what makes PPP projects viable and sustainable.

You'll learn how to:

  • Understand how PPPs are structured and used to deliver infrastructure and public services.
  • Compare major PPP contractual structures and their applications.
  • Navigate the complete PPP project lifecycle.
  • Establish effective institutional, legislative, and governance frameworks for PPPs.
  • Identify and screen suitable projects using structured selection criteria.
  • Apply Value for Money (VfM), fiscal risk, and affordability assessments.
  • Develop project concept papers and feasibility study requirements.
  • Evaluate technical, economic, financial, and legal feasibility.
  • Analyse PPP financial models using NPV, IRR, and DSCR.
  • Understand credit enhancement and blended financing mechanisms.
  • Design transparent PPP procurement and tendering processes.
  • Manage PPP transactions through commercial and financial close.
  • Integrate stakeholder engagement and ESG considerations.
  • Establish long-term contract and performance monitoring systems.
  • Manage renegotiation, contractual disputes, and alternative dispute resolution.
