London has emerged as the No.1 city in Europe for professional training and workforce development in 2025, ahead of Berlin, Amsterdam, and Stockholm, according to a newly released EU-wide education innovation index.


Ranking Methodology and Impact


The ranking, released by the European Centre for Urban Learning (ECUL) in May 2025, placed over 50 cities on the basis of four major parameters: availability of training, tech integration, business collaboration, and results in learning.


London was rated highest for:


  • Smooth integration of digital technology and AI in delivering courses

  • Extremely high levels of satisfaction among working adults and career switchers
